To me, creating a submenu and moving it to the top level does not work.
In fact, the KF5 menu editor seems to be quite badly broken. Submenus
created with the menu editor do not appear at all in the menus, to say
one. When menus are renamed, they retain the old name.directory
filename, so that it is a mess to look for them. When menus are removed,
the menu.directory file stays in place, so that along time one
accumulates an amount of cruft that is unbelivable. The system seems to
get confused with capitalization. It is impossible to add icons to
submenus... and more.
