[Bug 1596806] [NEW] Drop obsolete build-depends on link-grammar

kdepim (upstream) no longer uses link-grammar so it shouldn't build-
depend on it.

See the Debian bug for more info.

Please make this change now to allow the new version of link-grammar to
smoothly migrate from -proposed.
