[Bug 1645132] [NEW] Double click on window title ignored

Public bug reported:

I set my Window Title Bar Action to "shade", my Focus to "click".  My
double click interval is set to "400 ms".

In about 60% of all tries, double clicking on the title bar of any
window will not shade or deshade it.

It does not matter if the window had focus or not, or if it became in
focus through a previous click or Alt-Tab.
