[Bug 1636615] [NEW] Gnome/GTK Tooltips Invisible until "Apply colours to non-QT applications" is deselected

Kubuntu 16.10

Tooltips in programs like The GIMP and GnuCash have invisible tooltips,
unless the setting - Color: Options: Apply colours to non-QT
applications is deselected.

This should therefore be deselected by default.
