[Bug 1679583] [NEW] kate text editor "open recent" menu greyed out

Public bug reported:

Kubuntu Zesty, kate 4:16.12.3-0ubuntu1

Even though I have already edited several files with Kate, and opened
them various ways (File->Open, from Dolphin, from terminal), Kate is not
able to provide me with the list of recently opened files. The menu is
greyed out.

Attached screenshot (in czech language, hope illustrative though).
