[Bug 1678000] [NEW] qapt-batch runs but gets stuck waiting for auth but never asking for a passwd

Public bug reported:

qapt-batch insists on running but gets stuck "Waiting for authorization"
- it never asks for a password.  it's quite annoying.

A workaround is to ps to find the process an work out what package it is
trying to install and install it manually but it is hardly slick.
