[Bug 1857048] [NEW] Mouse hover closes popup windows

I like to have mouser hover window activation. Unfortunately dialog popup windows like checkboxes or other non framed popup windows are closing shortly after the popup regardless of the application type. It is happening only when hovering is fully activated in the Plasma-Window-Behavior Policy settings.
It does not apply to all kinds of popups whatsoever. But it happens to Plasma windows also. For instance when I open a panel configuration and I am moving the mouse a bit the popup gets closed, even the mouse is directly above the new window.
I use IntelliJ Idea heavily which depends on many popup windows. I can not use Idea together with mouse hovering.
