This bug report is a Feature Freeze Exception request on behalf of the
Kubuntu team for Kstars 3.1.0.

Quote "I'm glad to announce KStars first release of 2019: v3.1.0 for
MacOS, Linux, and Windows. This release focuses on improvements to
stability & performance of KStars. In 3.0.0, we introduced quite a few
features which resulted in a few regressions that we worked hard to iron
out in this release."

We currently have this staged in ppa:kubuntu-ppa/staging-misc if you
wish to inspect the packages.

FFe justification is that this is mostly bugfixes and polish over 3.0.0,
with a smattering of new minor features requiring this FFe. On balance,
given that there is sufficient time to pick up an regressions, this is
worth the effort to FFe.
