[Bug 1846774] [NEW] repository broken ppa kubuntu backports 19.04

Public bug reported:

Cannot upgade as kdepim-runtime wants akonadi-server >= 1.8 and 4:18.12.3 is installed.
Both kdepim-runtime and akonadi-server are the latest versions.
It may be a packaging error or apt bug.
