I now have this exact same issue with KUbuntu 19.10.
Device Manager worked fine in KUbuntu 19.04 but then I upgraded to 19.10
(do-release-upgrade) and now get exactly the same hang of the kubuntu-
driver-manager
The commands "ubuntu-drivers list" , "ubuntu-drivers debug" and "ubuntu-drivers devices" are ok
but "ubuntu-drivers install" reports an issue
$ sudo ubuntu-drivers install
Reading package lists... Done
