Have the same annoying issue on Ubuntu 18.04.3 LTS

kernel 5.0.0-29-generic
Gnome 3.28.2

I have tried to fix it with xrandr with no result.

Also I have investigated changes of ~/.config.monitors.xml - it does not
changes when this bug occurres.
