The above lines says that you do have it installed but don't have the
dictionaries. Please either uninstall it completely or install the
dictionaries and check if its still giving warnings.

https://packages.ubuntu.com/hirsute/amd64/hspell/filelist shows the list
of files installed on your system if hspell is installed.
