[Bug 1980588] [NEW] Missing Japanese translation

Public bug reported:

What I expected: The Japanese translation for Muon is available
What happened instead: It is not available

The package is Muon 4:5.8.0-1ubuntu5, and my system is running Kubuntu
22.04 LTS.

There is a muon.mo in /usr/share/locale/ja/LC_MESSAGES, but it does not contain any translation data. 
The mo file in Kate text editor looks like this: https://i.imgur.com/NAqw8Pt.png
I think a po header should not be there, should it?

The software has already translated into Japanese, and as far as I know,
the translation is available in KDE Neon.
