[Bug 2008032] [NEW] man page provides an incorrect version number

Public bug reported:

Running "obabel -V" outputs:

Open Babel 3.0.0 -- Mar 11 2020 -- 11:52:36

However, the end of the man page that can be accessed by running "man
obabel" provides an older version number:

Open Babel 2.2                   July 4, 2008                   Open
Babel 2.2

Maybe an outdated version of the man page is used?
