[Bug 2009194] [NEW] restart notification spam

This sounds similar to bug 1201763, but is less extreme (did not notice
a CPU hog and and the quantity closer dozens)

Sometimes when I wake from sleep (suspend to ram) I get a large number
of notifications about rebooting, for a few minutes I have 3 to 5 on the
screen at any given moment
