[Bug 2049990] [NEW] all windows borders/decorations missing kde ubuntu noble

Public bug reported:

all windows borders and decorations are missing on kde ubuntu noble (x11
session). I am unable to move windows around, minimize, etc because of
this.

ubuntu jammy kde works fine on the same hardware.

where can I look for debugging why this is happening? I also see this
occur when using the kde ubuntu backports ppa on ubuntu jammy.
