[Bug 2059370] [NEW] Browser not playing sound- speaker icon is showing, it should not while silent

Public bug reported:

Opened chrome with multiple windows restoring. Some tabs were youtube, but they are not loaded. Speaker icons still show up.
OR
Maybe i paused some other tab that was active and speaker didnt dissapear.
