[Bug 2084720] [NEW] no more adminstrative actions in dolphin after upgrade

after upgrading from kubuntu 24.04 to 24.10, the dolphin service called
Adminstrative Actions is no long available.

reinstalling kio-admin does not help, and the reason seems to be that it
is a qt5 build, rather than a qt6 build for plasma 6.
