In KDE neon, kwin-wayland still has a dependency on kwin-common, as of now:

KDE neon removed the kwin-x11 package in May, but the last version before it was removed still had kwin-common as a dependency:

So the KDE neon people seem to think having that dependency is a good
idea :)
