KDE4 / QT4 plans

Previously, we've had the snapshots in a separate repository, like the
September one.  I would anticipate that we will continue this.

We're hoping feisty+1 for KDE4 packages, but it may well end up being
feisty+2, as I think KDE4 has been delayed again...
