Here's a small follow-up on what we said on IRC

When KNetworkManager isn't connected, the offline mode is turned on. But 
localhost should still be accessible. And when you quit KNM, the offline mode 
is "released" and Konqueror can access localhost/127.0.01 again.

Proposal:
<Tonio_> we should patch offline mode in kdelibs to make an exception for 
localhost and 127.0.0.1
<Tonio_> patching knm to change offline mode to its default value on quit is a 
nice idea
<_StefanS_> I think we should straighten it out, so that it works similar to 
FF, regardless if it knows about kde offline mode or not
