kubuntu-repo-merge no-create switch

repo-merge now supports a new switch --no-create which allows us to
disable the automatic branch creation upon merging. this use case
appears when merging unstable->stable for CI as stable is not
applicable to everything (neither is unstable).
e.g. plasma repos partially have unstable but no stable or stable but
no unstable.
