In the case of these, one needs to be a member of Ubuntu MOTU team.

If you are not, but want to get involved with Kubuntu packaging, please
hang out in #kubuntu-devel (IRC) and I am certain someone can get you
started! If you are then we need to give you files, and we can arrange that
in the same IRC :)
