Plasma 5.11 beta packages available for #Kubuntu Artful 17.10

Thanks Marco. It is never OK to tweet etc about non-released stuff
such as tarballs which are just for packagers. It is definitely OK to
tweet about things we want users to test -- as long as we ensure that
only experienced people do so, who know how to recover their systems
if kittens are killed.

We want testers because the Plasma devels want testers, and we support
