the cost is whatever you think is appropriate for the work of

1) downloading
2) empty cds
3) burning the cd

however you can _not_ charge for ubuntu just for the work that you have with 
downloading burning and buying empty cds.

(someone correct me pls if that's wrong but that's how I understood gpl)
