[hoary] System time problem

I was playing with the control panel and decided to try setting the time
with NTP.  Well, it seems to have permanently changed my time zone to
UTC.  I make the change back to US/EST (NYC, Philadelphia), and the
clock in the configuration window responds, but the one on the panel
never changes from UTC, and when I try the configuration again, it has
reverted to UTC.

Where is the system local time zone stored so that I can fix this manually?
