Kdevelop3 AppWizard missing templates for file types as well as missing sample licenses

When you autogenerate a new project in Kdevelop3 using the AppWizard,
it is supposed
to provide you with a choice of licenses as well as file templates. 
They exist in
OpenSuse's Kdevelop3 package.  But they are missing from Kubuntu's Kdevelop3.
