You don't "need" firestarter - I personally prefer Guarddog.  What you need is 
iptables, and you likely want some GUI to make configuring iptables a little 
easier.  There's also shorewall, knetfilter, kmyfirewall, fireflier and 
firehol, that I know of.  All of them available either from ubuntu or debian.
