I doubt that. there must be a problem with the torrent server, whatever it is, 
at ubuntu project.

I have the same problem - tried to download the i386 install cd via 
bittorrent. Succeeded to download about one third of it, but the next 
(yesterday) day I tried to resume, and I could not get it to work, with 
exactly the same mistake. I tried to do download the .torrent file again and 
start it all over again, with no success.

I used Lithuanian mirror  and qtorrent program.
