console doesn't seem to support UTF-8

ON kubuntu dapper:

I switched to a non-X virtual terminal and did "man aptitude" and
observed strange characters where UTF-8 chars are.

  # printenv | grep -i lang
  LANG=en_US.UTF-8
  LANGUAGE=en_US:en_GB:en

Does the console need some other config for UTF-8 or some fixing?

P.S. I was suprised that "gpm" was not installed by default, but I
guess it's reasonable if most stay in X. Took me a while to fix it,
having forgot the name "gpm". I wish they'd've used FreeBSD's name,
"moused". Too long, I guess. :)
