kde 3.5.4 nuisance kpersonalizer

Anyone know how to stop kpersonalizer from popping up every time I
boot?  Yes, I can hit "skip wizard", but it prevents my desktop from
fully loading until I intervene.

This was not a problem on kde 3.5.3 .. just after the upgrade to 3.5.4.

I notice there's a ~/.kde/share/config/kpersonalizerrc with this content:

~$ cat .kde/share/config/kpersonalizerrc
[MainToolbarIcons]
Size=22

[SmallIcons]
Size=16

[ToolbarIcons]
Size=22

This file did not exist in my ~/.kde for 3.5.3.
