dist-upgrade will only upgrade installed packages that you have already
installed with their dependencies.
Say, you have a package A v1. It depends on depA v1. There is a new
version of package A. This depends on depA v2 and depB v1. With a
aptitude upgrade, package A will not be installed because the dependency
requires it to install a new package (depB). dist-upgrade will install
depB and upgrade package A and depA.
