Because, despite the http: prefix it isn't speaking real http?  I don't
really know, but I wish more key servers were set to use port 80 (I know
it's possible), because I have exactly the same problem.  For a long time,
our company firewall actually blocked the SSH port too.  Now that's
security :-(
