K Menu > System Settings > Keyboard & Mouse > Keyboard. You will see 
'Numlock on KDE Startup'. Choose 'Turn on'.

Yes, I saw that as well, but I prefer 'Allow other windows to cover 
panel'. Others may prefer the auto setting.
