New graphical startup and shutdown

OK Brad. That works. Except on my system it's Ctrl+Alt+F8, cause the
shutdown seems to be taking place on tty8. There is a developer dialog
wiki on the startup splash. Can't remember the URL, but it claims that
the actual startup occurs on tty1. The GUI display is on tty8 with a
feed from tty1 to display the processes loading. Perhaps that is what
is broken on mine, i.e. on the shutdown, the actual shutdown is
occurring on tty8, lost any intended GUI shutdown display, and my screen
displays tty1. Once I switch to tty8, I see the actual shutdown.
