Mounting removable drives

Here's another data point: At boot I only have the sda* devices in
/dev representing my SATA disk. If I insert my sd flash card I don't
see the messages in /var/log/messages I'd expect to see and no new
device appears. If I try to mount /dev/sdb1 it fails, but now I have
a /dev/sdb. I can try to mount /dev/sdc to create a /dev/sdc, which
fails, but now I can mount /dev/sdc1 which succeeds.
I guess this makes some sense, but I don't understand why the devices
are created until I request them. I expected them to be created at
insertion time.
I keep wondering if there is a package I am missing for doing hotplug,
or something.
