Sane scripts ??

I have an epson scanner and have managed to get it working under Dapper 
but everytime it gets turned off, then back on again, the permissions on 
/proc/bus/usb/001/002 get changed back to root root. I then need to 
change thing back using:
'sudo chgrp scanner /proc/bus/usb/001/* /proc/bus/usb/002/* -R'

According to the sane documentation, there should be some scripts 
somewhere within sane to take care of this sort of thing - but I can't 
find them anywhere [in Dapper].

Any ideas on how to impliment the changing of /proc/bus/usb/001/* 
/proc/bus/usb/002/* when the scanner is reconnected (not just on a reboot)?
