Well, no, because dapper doesn't ship with MP3 support because of legal
issues. But I have mp3 support (don't know if I can do what you're
asking - I haven't tried) without having compiled anything. I'm afraid I
don't remember what I needed.
Incidentally, you asked if the mp3 libraries shouldn't be package
dependencies, and the answer is definitely "no". Amarok works fine without
any MP3 support - it just doesn't work with mp3s. There are many people
who, for philosophical reasons, won't use mp3s at all.
