MEPIS is Debian-based, and uses the apt package manager, just like
K/Ubuntu. It is not a Red Hat derivitive, and does not use the rpm
package manager.
I can't speak to your specific concern, but would be surprised if
Kubuntu performs any better than the Dapper-based version 6.0 of
SimplyMEPIS.
