Ya know.. odd coincidece.
I was just (12ish hours ago) looking into this also. I haven't found
anything compelling in the FLOSS world yet (my criteria).. but I'll
get back if I see anything interesting.

BTW: KDE had one once.. kvoicecontrol, now cvoicecontrol(??).
