8 bit sound files

It's been a long, uphill struggle, but yesterday I succeeded in making Kontact 
give me an audio warning when an appointment was due. The reason I had been 
unable to do this heretofore was that 1) the file must be 16 bits and 2) the 
files must be in usr/share/sounds. 

I have a selection of my own sounds elsewhere, but, though I was able to 
access them and put the path in the selection window, they didn't work. I 
also discovered that many of my wav files, which I've been collecting for 
many years, are 8 and even 4 bits.

I now know that I must put a file in usr/share/sounds to have it work, but how 
can I use my 8 bit sounds? Is there some Linux application which will enable 
me to convert an 8 bit wav file to a 16 bit wav file?
