How do I enable root login?

Konsole is my terminal application.  I have 'sudo passwd root' and set a 
password.  When 'su'ing to root, I enter the password and have root 
privileges.

When I try to open a root shell from the "File" menu, I am asked for a 
password.  If I enter the root password (that is used for 'su'), 
the "Password:" prompt appears again.  Then a third time and the login fails.

This tells me that the root account on my fresh install of Kubuntu Dapper is 
disable.  How do I enable the account?
