How to disable root account?

Which reminds me, when I first installed kubuntu-desktop (hoary?), 
bash_completion did not work for kdesu parameters,  I did something simple to 
"un-disable" it and all is now OK.  I can't remember what it was in case I 
have to do it again.  Does anyone know?  Has this been fixed out-of-the-box 
making it unnecessary to fix with new installs?
