See what's in your system log after running the command?
You could try:
download
http://archive.ubuntu.com/ubuntu/pool/main/d/dpkg/dselect_1.13.11ubuntu6_i386.deb
open it with ark and extract data.tar
untar data.tar
and (in a terminal)
sudo cp -R usr/ /usr
