You can get the 'localeconf' package from the universe repository.
From konsole (kmenu -> system -> konsole)
$ sudo apt-get install localeconf
If that gives you a dialog to select and configure locales you can safely
ignore the next step. If not, continue:
$ sudo dpkg-reconfigure localeconf
