Not that I'm aware of.
However, you can edit an app's shortcut and activate "Place in system
tray". It's not ideal - because when you minimise from the app, the
taskbar entry remain - but if you only use the sys' tray icon, then it
behaves as you'd expect.
Another way, perhaps, to achieve what you require, is to pin the app to
every desktop - see Window Decorations/Buttons.
I'd like to see this kdocker in Kubuntu, though.
