USB External Hard Disk access blocked

Open two konsoles. (Or one with 2 tabs)
In the first type:
sudo tail -f /var/log/messages
Use the other for:
mount
To see what's going on. (Do it before and after you plug in the drive)

Unplug ALL other USB stuff (that you can).

Pause.

Plug in your drive, switch it on.

Watch the messages in konsole 1.
In konsole 2, try:
dmesg

The idea is to gather info about what/where Feisty *thinks* your drive is.

Maybe that will help.
