Welcome to the world of Linux.  We tend to go overboard when we do something
like this.  Probably the simplest alternative to Frontpage (It's a long
time since I actually used Frontpage, so perhaps I'm wrong, now) is to just
create a page in OpenOffice and save it as HTML.

Of course, if you _learned_ HTML, you _could_ use Quanta :-)
