These days, I'm using Plone & Python or Appfuse and Java for dynamic pages.  
If I need to create a static page, I'll just as happily use OpenOffice.

I can't _yet_ create a web site without writing any HTML, but it's getting 
closer.  

Webgen just got a rave review from Linux Journal.
