That's very simple. Run the following command:
dcop kdesktop KBackgroundIface setWallpaper <desktop> <file> <mode>
where
<desktop> is number of desktop where you want to change wallpaper
<file> is a graphical file which you want to use as wallpaper
<mode> is an integer from 1 to 8. You can get description of every
mode in "Configure desktop" tool.
